Biography
Dr Rita Fan Hsu Lai Tai is a Member of the Standing Committee of the Eleventh National People’s Congress of the People’s Republic of China. She is also the Steward of the Hong Kong Jockey Club, Chairman of the Board of Trustee of the Association for Celebration of Reunification of Hong Kong with China Charitable Trust and the Patron of Hong Kong Kidney Foundation.
Dr Fan was the President of the Legislative Council from year 1998 to 2008 and President of the Provisional Legislative Council from 1997 to 1998. She also served as Hong Kong Deputy to the Ninth and Tenth National People's Congress of the People's Republic of China from 1998 to 2008.
She was a member of the Preparatory Committee for the HKSAR from 1995 to 1997 and a member of Preliminary Working Committee for the Preparatory Committee for the HKSAR from 1993 to 1995. Before that, she was a Member of the Executive Council from 1989 to 1992 and a Member of Legislative Council from 1983 to 1992.

Synopsis:
State-owned enterprises in China are encouraged to internationalize their business. Private enterprises are also keen in “going out” onto the world stage. The trend is clear. However, there are numerous internal and external obstacles along the way. What can the Hong Kong business sector offer to and benefit from this development? How can the HKSAR Government and trade organizations assist Hong Kong business in this area?
